How big is a small

Sizing as follows per manufacturer: Small 28-30", Medium 31-34", Large 35-37", XL 38-39", 2XL 40-42"
If a person is really well endowed, would you recommend going up a size?

The pouch on these are very nice, this specific model has a larger bubble butt, which tends to make the pouch look smaller, but its not. Also the sizing is simoply for wait size, so going larger would only make the garmer bigger for size and not the pouch.
